Implementing modern treaties is difficult. The implementation plans that accompany the agreements are complex documents, often larger than the treaty documents. They encompass land, royalties, social and cultural provisions, political development, and resource management. They require extraordinary commitment–from all parties–to fulfill all of the obligations and duties that were negotiated.
Implementation of modern treaties is an ongoing activity that has no end date, and involves numerous relationships with federal, provincial/territorial and other organizations.
