LCAC formed around four principles:

1. Treaties are with the Crown, not the federal Crown Indigenous Relations and Northern Affairs (CIRNA) Department.
2. There must be federal commitment to broad objectives of Land Claims Agreements, including adequate funding.
3. Implementation of modern treaties must be handled by senior level federal officials representing the entire Canadian government.
4. An independent implementation and review body that would review whether modern treaties are achieving their objectives should be established.
