In Nunavut, surface ownership of 17.8 % of the territory is held by Regional Inuit Associations in the three regions of Nunavut (Kitikmeot, Kivalliq, and Qikiqtani). Also, some surface title in municipalities and territorial parks, known as “Commissioner’s Lands”, is owned by the Government of Nunavut. The balance of surface ownership is federal Crown land.
Some subsurface ownership (1.8% of Nunavut), is held by Nunavut Tunngavik Incorporated (NTI), the Inuit organization that oversees implementation of the modern treaty. The rest of subsurface ownership in Nunavut is federal Crown land. Negotiations are now underway to transfer these Crown lands to the Government of Nunavut, with some exceptions such as National Parks.
